On the seventeenth of that month the clocks went forward an hour at midnight and the abbreviation changed with them, during the transition to independence - taking the country from the offset of the surrounding administration to the one kept by eastern Indonesia, Japan and Korea. It has not been revisited since, and nothing seasonal was introduced then or later: daylight saving time has never been observed here in any form.

Why One UTC Offset Covers the Country and Its Exclave

One reading, including Oecusse. Dili, Baucau, Maliana, Suai, Lospalos, the island of Atauro and the exclave all read the same figure at the same instant. The country is compact enough east to west that a second offset would serve no purpose, and the exclave keeps the national clock rather than its surroundings' - the point of the arrangement rather than an oversight.
