What that buys. A meeting agreed between Dushanbe, Tashkent, Ashgabat, Karachi and Almaty runs on a single figure that nobody moves, so it can be entered once and left alone for years. Only counterparts further west introduce a date on which the arithmetic changes, and the change belongs entirely to them.

Two changes in one night. Most countries that abandon summer time leave the standard figure alone. Here the two happened together: the clock came down an hour from the old regional reading and the seasonal rule was dropped at the same moment, so a single night in 1991 settled both questions.

Nothing has moved since. No transition has been entered in the decades that followed and none is scheduled. Every figure quoted on this page is therefore permanent at the Tajik end, and any difference that appears to shift is shifting at the other one.
