Saa Moja: Why Local Time Is Named Six Hours Off

Swahili time numbers the hours from dawn rather than midnight. In everyday speech saa moja - the first hour - falls at what a phone displays as seven o'clock, and the count runs on through the day and again through the night. The offset behind both readings is the same UTC+3; only the naming differs. Written schedules use the international form: airlines, government notices and hotel bookings publish in the 24-hour clock, while a time arranged verbally may not - and a six-hour gap is obvious enough to catch quickly, though better avoided by confirming which form is meant.

A Union With Two Governments and a Single Reading

Zanzibar legislates for itself and reads the mainland's hour. The archipelago holds semi-autonomous status within the union, with its own president and house of representatives, but time is not among its competences. Stone Town, Pemba and the mainland all read the same minute, and Swahili time is used across the islands too - so the ferry across the channel changes jurisdiction without changing the clock or the convention for naming it.
