Why the UTC Offset Here Has Held Two Different Figures
A half hour, twice, and nowhere else. UTC−4:30 has only ever been used by one country, and this is it. Venezuela adopted the half-hour figure early in the twentieth century, built on a meridian through the middle of its territory, and kept it some fifty years before moving to a whole hour in the mid-1960s. Then it went back: UTC−4:30 from 9 December 2007, and UTC−4 again from 1 May 2016. Each step was a permanent reset rather than a seasonal change, which is why the record holds no changeovers at all. The consequence lands on data: any Venezuelan timestamp between those two dates sits on the half-hour figure, and the boundary is a calendar date, not a time of year.
Why Local Time Has a Legal Name and a Keeper
Hora Legal de Venezuela. Most countries set an offset and leave it there. Here the national time is a defined legal standard with a name of its own and an institution answerable for it: the Navigation and Hydrography Service, at the Cagigal Naval Observatory in Caracas. A country that has reset its offset twice within living memory needs somewhere for the authoritative answer to live - and the service that kept the half-hour figure keeps the whole-hour one now.
Why There Has Never Been Daylight Saving Time
No machinery for it. Venezuela has never run a seasonal schedule. It has changed its clocks, but only by resetting the standard outright, so no legal apparatus exists for moving them forward and back - only for declaring a new figure and leaving it. Any future adjustment would take the same form: one national decision applied everywhere at once. At around ten degrees north the case is weak anyway, since day length barely varies across the year.

Two cells read the same, for different reasons. Georgetown matches in both columns because Guyana holds a fixed UTC−4 exactly as Venezuela does - and so do Puerto Rico, the Dutch Caribbean and the Brazilian state of Amazonas. New York matches only through the northern summer, when it is on daylight time and level with Caracas. Bogotá, Brasília and Doha never vary, each on a fixed offset. Lisbon and Melbourne are the rows that move, and Melbourne moves the other way, its own summer falling in the northern winter.
Business Hours With North America and Europe
Wide westward, narrow eastward. Caracas stays within an hour of the United States east coast whatever the season - level with New York through the American summer, an hour ahead in winter - so calls that way need almost no arithmetic and never slip by more than an hour. Regionally there is nothing to convert towards Guyana, the southern Caribbean or the Brazilian Amazon. Europe is the reverse: Lisbon and Madrid finish their day in the early Venezuelan afternoon, leaving the local morning as the only dependable overlap, and it narrows further when Europe moves to summer time. Domestic flights publish departures in local time throughout, which here means one clock at both ends. Always confirm schedules directly with the operator.
