Border Time Differences and the Water on Three Sides

One level, one ahead. Only two countries touch Yemen by land. Saudi Arabia to the north holds the identical offset, so that crossing alters nothing at all, while Oman to the east reads an hour later. Neither adjusts seasonally, so both figures apply in every month.

Africa across the strait. At the southern gate of the Red Sea the mainland faces Djibouti and Eritrea across roughly thirty kilometres of water, and both of those read UTC+3 as well. So does Somalia beyond them. It is one of the few places where two continents look at each other across a narrow channel and agree entirely about the hour.

Nobody has ever proposed a second zone for it, and at this scale nobody would.
