Why Samoa Uses UTC+13 Instead of a Western-Hemisphere Offset

Trade, not longitude. The offset follows Samoa's economic ties with New Zealand and Australia rather than its position near 172 degrees west, which by solar reckoning sits behind Greenwich. One offset covers the whole country — add thirteen hours to UTC.

No clock changes. Samoa trialled daylight saving in the past and discontinued it, so local time holds at UTC+13 in every month. The Two Samoas: A Common Time Confusion

Same name, different day. Samoa and American Samoa are separate jurisdictions — one an independent state, the other a US territory — with the date line between them: identical clock readings, calendar dates one day apart.
