Three Capitals, and the Identifier Names None of Them

Pretoria administers, Cape Town legislates, Bloemfontein judges - and the database says Johannesburg. Each capital holds a separate branch of government, and the time zone entry takes the largest city instead, as identifiers generally do. All four read the same hour, so the split matters only when storing a value: there is no Africa/Pretoria or Africa/Cape_Town to fall back on.

A Zone Name Four Neighbours Borrow

SAST is the label, not the ownership. Lesotho, Eswatini and Namibia carry South Africa Standard Time as their zone name while keeping their own identifiers, and Botswana, Zimbabwe and Mozambique hold the identical offset under the Central Africa Time label instead. Two names, one figure, across the whole southern third of the continent - and every one of those countries stores its own string rather than this one.

Why the Subantarctic Islands Keep Mainland Local Time

Marion Island and Prince Edward Island read Johannesburg's hour.
