Two different numbers. This is why capital-to-capital comparisons mislead: Port Moresby against Jakarta gives three hours, but the figure that matters at the actual border is one. Indonesia does not observe daylight saving in any of its zones, so all three gaps are fixed.

Where People Get Confused

Watch the abbreviation. Bougainville Standard Time abbreviates to BST — also British Summer Time and Bangladesh Standard Time. On an invite or itinerary, write UTC+11 or Pacific/Bougainville instead.

Sydney is not fixed. Port Moresby and eastern Australia are not permanently identical. They match part of the year, then diverge by an hour when Australian clocks move — Sydney shifts, Papua New Guinea stays put.
