The Last South American Country to End Clock Changes

Paraguay held out longest. Neighbours dropped seasonal clocks one after another until only Chile and Paraguay were still switching, and then only Chile. The change came by legislation rather than decree, which matters: a statute takes another statute to undo. The country kept the later of its two settings, so the summer offset became permanent and the winter one disappeared.
