Why the UTC Offset Sits Where the Sun Puts It

The sun chose it. The atolls lie near 97 degrees east, almost exactly between the whole-hour meridians on either side. Rounding either way would have pushed the clock half an hour off the sun, so the fractional value was taken instead, and the reading now agrees with local solar time to within a few minutes.

Rare company. Only Myanmar keeps the same figure, thousands of kilometres away with no administrative link, so an offset list showing six and a half hours is showing those two and nothing else.
