Yes, without exception. Santiago, Sal, Boa Vista, São Vicente, Santo Antão and every other inhabited island read the same minute under a single identifier. There are no regional time differences anywhere in the country, and no inter-island flight or ferry changes the hour.

No seasonal switch applies. The offset stays at UTC−1 in every month, so the clocks move neither forward nor backward. Adding a seasonal hour would put the reading two hours past the local sun, and no mechanism exists in law to introduce one.
