Why the IANA Identifier Points to Qatar
Not its own record. Asia/Bahrain is not a zone in the database at all. It is a compatibility link that resolves to Asia/Qatar, the canonical entry. Both countries left UTC+4 for UTC+3 in the same month of 1972 and have followed identical rules ever since, so the maintainers kept a single record and pointed the Bahraini name at it.
What that means in practice. Software storing Asia/Bahrain behaves correctly, because the link resolves silently. Tools listing only canonical zones show Asia/Qatar instead, which is not an error and changes nothing.
Time Differences Without a Land Border
Nowhere to drive to. Bahrain is an archipelago with a single fixed connection to the mainland, and every other way out is by sea or air. That leaves the country in an unusual position: it has an international frontier, but not one a clock can register.
The hour offshore. Qatar lies south on the same offset, so that direction is level too. The hour separating Bahrain from the Emirates and Oman can only be crossed by sea or air, which is unusual: for most places an offset change is something you drive into.
