North Korea Time Zone: an Offset Moved Twice Within Three Years
Nine ahead, again. North Korea holds UTC+9 throughout the year, the same reading the whole peninsula has used for most of the past century, and no seasonal rule has ever been recorded. Add nine hours to UTC for local reckoning. From another zone, deduct that zone's own distance from UTC out of nine, where a minus sign will widen rather than narrow the result.
Time zone: UTC+9
Daylight saving: No history of it whatsoever

How Local Time in Pyongyang Compares Abroad
Take the capital's midday. Pyongyang reaches noon at 03:00 UTC. A working morning that opens at nine in Prague coincides with five in the afternoon here through winter and four in summer, while nine in Los Angeles corresponds to two the following morning.
Hub | Its offset | Pyongyang measured against it |
|---|---|---|
UTC-8 / UTC-7 | Ahead 17 hours, or 16 under their summer rules | |
UTC+1 / UTC+2 | Ahead 8 hours, or 7 under continental summer rules | |
UTC+3 | Ahead 6 hours, without seasonal movement | |
UTC+6 | Ahead 3 hours, without seasonal movement | |
UTC+8 | Ahead 1 hour, without seasonal movement | |
UTC+9 | Identical, without seasonal movement | |
UTC+10 | Behind 1 hour, without seasonal movement | |
UTC+12 / UTC+13 | Behind 3 hours, or 4 in the southern summer |
Frontier Time Differences and What Each Neighbour Gives
Each neighbour a different answer. Three countries touch North Korea and each produces a different result. China along the northern rivers reads an hour earlier. Russia, at the short eastern frontier, reads an hour later. The southern boundary is the only one where nothing on a watch alters at all.
A recent alignment. That southern match is not old. For the years the country kept its own figure the two halves of the peninsula were half an hour apart, which meant the single most heavily monitored border on earth also carried a fractional clock step. Since the reversion the readings have been identical.
Clock Changes Made Twice in Quick Succession
Backward, then forward. On the fifteenth of August 2015 clocks moved back thirty minutes onto UTC+8:30, a figure set on the meridian of one hundred and twenty-seven degrees thirty minutes east and named Pyongyang Time. The government presented it as a break with a standard fixed under the colonial administration early last century.
Under three years later. In May 2018 the clocks went forward again by the same thirty minutes, restoring UTC+9 and matching the southern reading once more. Between the two dates the country ran on an offset used nowhere else on earth, and it lasted two years and roughly nine months.
Business Hours Under a Fixed Offset
A conventional span. Offices generally run from around nine until five, and with the offset fixed the overlap with Seoul, Tokyo and the Russian Far East stays stable. Anything measured against Europe or the Americas moves only when those clocks move.
Light through the year. Pyongyang sits near thirty-nine degrees north, so the day stretches from roughly nine and a half hours around the December solstice to close to fifteen in June. Winter mornings arrive late enough that an early start begins before sunrise.
Timestamps From the Interval That No Longer Exists
Where records go wrong. Any moment recorded here between August 2015 and May 2018 belongs to an offset that exists nowhere now. Anything resolved through the zone identifier stays correct, because the database keeps both transitions; anything that stored a bare number, or assumed the country had always matched its southern neighbour, sits half an hour out across that whole window.
What to check. The trap is subtle because thirty minutes rarely looks wrong: an hour out draws attention, half an hour reads as a rounding artefact. Archives, logs and shipping records covering those years deserve verifying against the zone rather than memory.
Local Time Questions That Follow the Reversals
Is North Korea on the same time as South Korea?
Yes, and has been since the 2018 reversion. Both read UTC+9 with no seasonal adjustment on either side.
What was Pyongyang Time?
The name given to the UTC+8:30 offset in use between 2015 and 2018. The label is still used domestically for the current reading.
Does the country observe daylight saving?
No, and it never has. The record contains offset changes but no seasonal transitions of any kind.
Which abbreviation appears in software?
KST, the same code the southern neighbour carries, although the two are separate entries with separate histories.
At what moment does the date turn over?
At 15:00 UTC, in the middle of a European working afternoon.
Does any region keep a different reading?
None does. One figure covers the whole country, from the Chinese border to the southern boundary.
