A Capital on an Island, a Country Mostly on the Continent

Malabo sits offshore; most of the territory does not. The capital is on Bioko, in the Gulf of Guinea, and the two parts of the country are separated by open sea and by another state's waters. One offset covers both, so the flight between Malabo and Bata changes nothing on a watch even though it crosses an international gap inside the national territory.
